The purpose of the Alien Flight Student Program (AFSP) is to ensure that foreign students seeking training at flight schools regulated by the Federal Aviation Administration (FAA) do not pose a threat to aviation or national security. Section 612 of the Vision 100 – Century of Aviation Re-Authorization Act (Public Law 108-176, December 12, 2003) prohibits flight schools regulated by the FAA from providing flight training to a foreign student unless the Secretary of Homeland Security first determines that the student does not pose a threat to aviation or national security. The responsibility for conducting security threat assessments for foreign students seeking flight training is done by the Department of Homeland Security. If you are applying for Category 3 flight training in an aircraft weighing less than 12,500 pounds and are seeking a certificate for any of the following: sport, recreational, private pilot, instrument or multiengine rating you must comply with the following:

All students: Must prove US Citizenship before beginning flight training with either a certificate of birth or a valid and current passport.

Foreign National Students ( Green Card and Visa Holders) : Complete a background check with the TSA / receive TSA clearance to begin training:

1) Student registers and applies for training with the TSA.www.flightschoolcandidates.gov.

2) Instructor confirms students request with the TSA.

3) Student pays $130.00 processing fee.

4) TSA makes preliminary decision and notifies the flight school.

5) Student submits fingerprints to TSA.

6) TSA confirms receipt of fingerprints and fee and allows flight training to begin.

7) Student photo taken on first day of training and sent to TSA.

8) TSA notifies instructor if training needs to stop For the status of your flight training request please email the TSA at AFSP.help@dhs.gov
